This is Naomi Wu (SexyCyborg). She's pretty famous in the maker community. She dresses that way because she likes how it looks and it makes her happy to show her body off. However, as a Chinese citizen, she cannot publish fully nude photos without violating Chinese obscenity laws.

She actually has a very cool youtube channel. Shes an engineer and develops stuff which she also programs herself. If i remember correctly shes also active in the programming community helping to teach others. Also she has a lot of 360 view videos where she walks through china (in her skimpy cothes) and you can just turn the camera as you like.

Shes helped with a tiny pathetic robotics project I was working on before I realized who it is, shes fairly active with 3d printing too and gives pretty great advice. At least in my case it made me realize I was going all about it wrong. Obviously a lot of the attention is due to the way she dresses but I don't see that it matters too much, shes a positive force for 3d printing/programming and thats a great thing.
